Have you used the feedback hub to request this option? Because that is Microsoft's primary method of gathering information and determining what people want. I can play with the settings on IE11 and set it to open a custom homepage when clicking the new tab button. Specifically, Edge forcibly denies user THE RIGHT TO CHOOSE the home page of his or her liking and instead imposes the home page choice of the malware author such that they can achieve some material gain. Today, Microsoft has created a malware product called Edge that performs the EXACT SAME malicious act as the Trojans and malware of just a few years ago. Not too long ago, when software installed itself in our browser and hijacked our homepage we called it "malware" and we called the system administrator to remove it or we downloaded tools like Malware bytes or some other commercial utility to remove malicious software.
